I assume this is a water tower I saw from Terrapin Park, close to the Chesapeake Bay Bridge (Eastern Shore of MD). I just took the pic because I thought the object was kind of fun (plus it craves attention). It reminds me of those squeeze horns we used to attach to handle bars of bikes when we were kids.
It seems they also make use of the height convenience of these towers to attach electronic gear of some kind. Maybe antennas, microwave radio, or other things.
