Thanks for the comments in both X & A groups Duke. 

If it looks partially frozen, much of that is likely due to people trying to keep it from freezing around their docks and boats and even the marina 2 doors down.  They use devices that keep the water moving which is more difficult to freeze.  The way the wind spread the snow around also left bare or dark spots and areas around the surface of the ice.
