There are special types of steel commonly used for outdoor sculptures
which form a protective layer on the surface:

The protective patina, while looking very much like rust, forms a thin
layer which then prevents any further corrosion.
Here's a photo I took last year of a small sculpture in the North East
of England which uses this material. Anaglyph version is side by side
with a 2D shot to show the color.
