Thanks for commenting Bill.

Since I wasn't interested in biking, I never really looked for a sign restrictions.  I did however see some bike tire tracks on the main path that was well to the left of the piled rocks.  My assumption at the time was that someone was trying to do the rock balance challenge we've all seen in pictures but the rocks look as if they were brought in from outside to me. 

There is one other possible explanation... Along the trail I came across 5 or 6 sites that had "art" exhibits (believe it or not).  These were somewhat crude art forms meant to withstand the elements for a good period of time.  They were also marked with a plaque in the ground stating what they were which I didn't happen to see with the piled rocks. 

I've only been to that park once so far and it was miserably hot and humid but I was in the area and usually try to knock out two birds with one stone, since I had been planning on checking it out at some point.
