Dear Brian,
In my country the government and particularly the ministry of art helps the known artists to earn more money for example the government can hire them to give them regular salary, government can buy several of an artist works for museums and so on places to pay them great amount of money for supporting and encouragement!
The guy was offended because he didn't get any support (money) from the ministry of art yet!

I hope i could explain well.
