I replaced and resized the background, resized the ladies, adjusted the gradient, and added a frame (from an 8bf plugin).

This arrangement works much better for me; I had actually thought of the idea of tieing them into a Cantina scheme before you posted this.  Now that you've made a strong connection between the elements in the picture, I'd like to make one more suggestion (if I may).  Take your present background and crop out the bottom and a portion of the left side (or simply use another shot of the building that favors the sign more).  Enlarge your crop to fill the frame (even if it loses resolution it probably wouldn't matter, you could even possibly use some intentional blur). The final result would be a portrait in which the women would be predominant, but still in their element, and the overall shot would have a much cleaner look as you would have eliminated the clutter.

For them personally, there is a connection to the water as they live next to each other on waterfront homes.  My thinking was that this type of background would be basically neutral for almost any portrait.  It's easy however to change the background which might be subjective as far as "meaning" to the individual viewing it or to the ladies themselves.
 
Here's a different background, busier but with a much more obvious relationship to the women, as this is where I photographed them.  They frequent the establishment and many friends connect them to this place as well.

I like the technique, but, in my opinion, there's no obvious relationship between the women and the background scene.  I would pick a less busy background, the masts on the boats are a bit distracting.

In PS, I added a layer mask to a photo layer which resulted in this 3D composite of Kelly and her Mom that you saw previously, and a background shot of the sun-down light over White's cove from my yard in Pasadena MD.
 
I got the idea from the PSE-8 tutorials I recently provided a link to and just experimented with 3D images instead of 2D.
 
Both shots were done with the Fuji W1.
