Both versions were compressed the same way.
 
I'm used to compression artifacts showing something a little different than this.... like ghost outlines.
 
As I mentioned, some parts were painted or cloned but not the whole background.
 
I don't know, but I'll take your word for it until a better explanation is provided.

Your recent post was relatively smooth, but the previous one....
watch how it looks like when enlarged 4x.
Do you see now the mess in the background? Most likely compression artifact.
