The Big Four RR Bridge in the background has long been out of use. A new ramp has been completed on the Kentucky side which will allow pedestrians to walk up to the bridge, then cross over to Indiana on the other side of the Ohio River. The bridge surface needs much work before it will be ready to open. Likewise, there is no ramp on the Indiana side at this point. The bridge simply ends. It that remains to be the case, I think they should erect a sign that says "Welcome to Indiana. Drop in and visit for awhile" (about 60 feet straight down :-)
